A safety net that keeps getting stronger
Long-term care insurance (assurance dépendance), which covers help and care for people who need assistance with essential daily activities, reaches a symbolic milestone in 2026: according to the budget of the National Health Fund (CNS), it covers around 1,002,000 people for the first time, up 1.5% on 2025.
Key figures for 2026
- Around 10,896 beneficiaries at home, up 4.7%: the vast majority of dependent people are supported in their own homes.
- Around 5,739 beneficiaries in care facilities, up 1.9%.
- A positive balance of €27.7 million for the year.
- A reserve estimated at €629.6 million, or 55% of current expenditure.
- Shared funding: around 60% from contributions and around 40% from the State.
What it means for you
These figures are reassuring: Luxembourg's system remains solid and increasingly funds care at home, which is growing faster than residential care. It reflects what most older people want: to grow old at home, surrounded by what they know.
How to apply
Applications are made to the CNS, using a form accompanied by a medical report. The Long-term Care Insurance Assessment and Monitoring Office (AEC) then assesses the person's needs.
